SBA Loan Business Plan: Lender-Ready for 7(a) and Microloans

Applying for an SBA loan? The business plan is where approval is won. An SBA loan business plan carries more documentation weight than most bank submissions. Lenders check eligibility, three-year projections, and a use of funds that maps every dollar. This page covers the requirements, a template, a sample, and the fastest route to approval.

Do You Need a Business Plan for an SBA Loan?

PrometAI is an AI business plan generator with valuation modeling built into the plan itself. You do not export to a spreadsheet and hope the numbers reconcile. The valuation, the projections, and the narrative all draw on the same inputs.
What the platform produces:

Short answer: Yes

SBA lenders expect a business plan with every application. It proves your eligibility, your repayment capacity, and your use of funds. Startups need one most, because projections replace trading history. Even established businesses submit one, since the SBA guarantee requires documented justification for the loan.

What SBA Lenders Review Before Approval

SBA loans are government-backed, which makes them accessible. It also makes them document-heavy. Your lender submits your file for a guarantee, so the paperwork must justify itself twice. So an SBA loan application plan faces closer reading than a bank submission. Reviewers work through four questions in order:

01

Are you eligible?

Size standards, U.S. operations, and an approved use of proceeds.

02

Can you repay?

Cash flow that covers debt service with margin, commonly a ratio of 1.15 or better.

03

Where does the money go?

A use of funds section tied to specific outcomes.

04

Have you prepared?

A complete, organized document with consistent numbers throughout.

SBA Business Plan Requirements

No single form is mandated. However, SBA lenders expect a recognized structure, and missing sections slow your file down. SBA lenders underwrite to SOP 50 10 8, the agency's current lender operating procedure, effective June 1, 2025. Each lender then layers its own standards on top. Use this checklist before you submit:

Two items carry disproportionate weight. Use of funds is the first. "Working capital" tells a reviewer nothing, so name the equipment, inventory, hires, or location instead. Repayment analysis is the second. Show when payments begin, which revenue covers them, and your fallback in a slow quarter.

The three programs attract different applicants, so their plans emphasize different things.

New since July 4, 2026:

The two larger programs combine. A borrower who takes the 7(a) loan first can add up to $5 million under 504, for as much as $10 million in SBA-backed financing. The previous combined cap was $5 million. Small manufacturers can hold multiple 504 loans tied to distinct projects and still apply for $5 million under 7(a).

SBA 7(a) loans

The 7(a) program is the SBA’s general-purpose loan, reaching up to $5 million. Lenders here favor operating history, so lead with your track record. Connect past performance to your forecast, and keep growth assumptions defensible. A projection that jumps sharply without explanation will sink an otherwise strong file.

SBA microloans

Microloans reach up to $50,000 and often serve newer businesses. Average awards land near $13,000, so scale your plan to the request. Meanwhile, the underwriting still expects real market research and honest projections. Smaller loan, same discipline.
